One suggestion I received from the editor of a book I contributed to was to
have a stick with about 100k (string of 10ks) plus a led at the end going to
ground. If you use a low current led, it will glow for anything above 100V
or so, and do the discharge job albeit slowly. I guess you would need to
scale the values or protect the led much above 3kV. You might do the same
with a neon.
