[AMPS] Non-Inductive Carbon Resistors

A thought:

What if a large, carbon resistor of appropriate wattage was completely
enclosed in a cylindrical, metal cover that was connected to only one
end of the resistor?  [Something like a quarter-wave coaxial
transformer]
