You should check  the neutralization the way I described in my 
reply to Ian. It is safer and also works better.

As for the low power, is filament voltage OK? Can you bring a lead 
out from the grids and measure the grid bias under drive to see if it 
greatly increases??

What is the input SWR? 

Assuming you have a reasonably accurate power meter, what is 
the efficiency when you "peak it all up" on say 40 meters?
