I'd add to that that if you hear a ticking noise from the caps, they're history,
too - and in both cases, not very good history! Sometimes they tick as they
break down inside.

Where are the resistors physically located? There are advantages in terms of a
bleeder to using 20k, but as Rich says, they get hot, so need to be well away
from the capacitors.
