[Amps] Bird slug VHF

Hello All: I have bird slug with some problem, its 25C (25w 100mhz-...), I 
can read only few watts with use 25w, and in certain moment read full scale 
25w, any idea what its the problem on this case?.
The slug not see blows externally.
