It is a switch that senses when the voltage crosses the zero point in
the AC cycle and makes the connection at that instant, thereby
reducing the initial current surge.  

There is a current-sensing variation that turns off the power when the
current crosses the zero point.  In a reactive circuit, the voltage
zero and current zero occur at different times, thus the need for
different sensors.
