Thanks to all who answered. The email consensus is that there will be no
problems at 5600 VDC. The rating is conservative and the low heat
equalizing resistors are a plus.

The capacitive input filter is sixteen 2400 MFD 450 VDC computer grade caps
(150 MFD @ 7200 VDC) each cap bypassed with 100K 5% 3W resistors.
Considering all the tolerances in the circuit will I still be in the comfort
zone at 5600 VDC ?

HI Ken, I would say that you are still way in the comfort zone at 7200 volt
