[Amps] 5 kw amps -- why?

In my experiences, 15kW into a dipole will not light an 8-foot 
fluorescent tube beyond about 30'.  However, when I used to tune up the 
"Plywood Box" with a 30pps tuning pulser, I could see the neighbor's 
porch-light blinking.
