An obvious scam, documented over and over on various ham radio and other forums. 
  I suspect that the ID that the guy is using is not his, but was obtained by 
'phishing', since the description of the item says it is located in Washington 
State and that the owner accepts Paypal.

The low price, the use of pictures from the QRO website, the nature of the 
description (how to tune the amplifier?), the email Marc quotes, and on and on 
blatantly scream SCAM!
