Larry,

Yes, it very well could as the 4-5 seconds was a guess for the longest time. The reason, a ham on this mailer ran a test and sent me the results from a logging oscilloscope which showed the inrush current spike of a HV transformer at power up. I lost this by the way in this last computer crash,  and would like to get those results back. It showed it took about 25-26 cycles for the transformer to settle down. The first 5-6 cycles were the worst. Since yours is at 1/2 second, it very well could be ok. At the time, we were discussing using a saturable reactor to control inrush current.
