If there is less than normal capacitance, the dc voltage will be lower, 
because the capacitors will not charge to 1.4.  If one of the two legs has 
no capacitance, it would do what has been described and the voltage would be 
about about that.

Before doing a lot of work, I would check the capacitors.

Also, check the voltage on each half of the doubler.  They should be the 
same.
