Ok, instead of breakers, how about a circuit which determines that
both sides of the line have voltage present? If one side drops out, it
disconnects the other. A pair of relays would do it. One relay's coil
across one side with its contacts controlling the other side, and a
second relay wired vice versa.

There are clamps available which hold the plug into the socket.

The worst part, IMO, is having extension cords draped across the
floor. That's asking for trouble.
