[Amps] 165V primary transformers.

The US standards are 208 ph to ph and 120 ph to N for industrial. 
Residential is 240 ph to ph and 120 ph to ct neutral on a delta 
connected transformer secondary.  165 does not appear anywhere in the 
mix.  That is a very strange primary voltage.
