My 3K-A threw a shoe like that once -- the output dropped and got very distorted.  A quick look inside revealed only one lit tube, so I cleaned up the contacts in the socket and it has been fine since.  I didn't notice the rig cutting back on power, but I drive it with a Jupiter and it handles a little higher SWR that the other transistor rigs that I've owned.
 
Anyway, I wonder if he checked the jumper between the rig & amp -- I've been frustrated by that one in the past, too.
