[Amps] Potting Transformers

I have a unused  5 inch cube transformer specs unknown but has a HV winding.

Problem is it has been immersed in water up to 1 inch on its side.
Transformer has been painted with varnish but not sure how thoroughly.

Ther is some evidence of rusty water marks on the surface of transformer.

Not sure how far the water has penetrated. is now dried out and warmed in oven to 
expell any possible remnants of water.

Question, is it safe to apply power through variac to the TX up to full power or are there 
other precautions I can or should take.
