I can't remember the name of the product, may have been  called "Water 
Wetter" but it is made by the Red Line lubricant company  for use in race car 
cooling systems,using it really made a difference in heat  transfer in race car 
cooling systems. It should still be available  in a  well stocked hot rod shop.

Water  as I recall is the best conductor of heat, when ethylene glycol 
(anti-freeze)  is added the temperature absorption of the liquid is reduced.
