I've been professionally involved with standards production in both the US and Europe over about the last 15 years, and would only say Jim is partially correct. There is frequently a high degree of commercial interest in the production of a standard such that it helps one party commercially, and possibly disadvantages another - a good example was the long drawn out wrangle over the 3G mobile telephony standard. Similarly, another on running case is the present wrangle over a UWB standard in IEEE 802. One difficulty that also emerges is when a standards committee expert in one field attempts to stray to other fields, and classic examples here exist in CENELEC, the European electrical standards committee. It happens every so often when they attempt to stray into or near the radio field, for example, with standards for radio station installation or EMC matters concerning radio telemetry in the medical field.
