It's Volts, not Watts that causes the arcing. Your antenna appears to 
have a high enough impedance to produce really high voltage at 600W. 
What VSWR is the tuner is rated to match at 2kW - and is this 2kW of rf, 
or the US style spec. relating to 2kW dc input in the PA?
