There is an excellent article published in Ham Radio Magazine dated 
September 1972 on Page 6 through page 22 by Irvin M. Hoff, W6FFC titled 
High-frequency power amplifier pi network design that should answer your 
questions..  This is an EXCELLENT article on Pi and Pi-L design and would be 
worth everyone reading it.

I'm not sure if the author is still around or not as I have attempted to 
track him down and been unable too under either this call or his earlier 
call K8DKC.  This is the same author who did a lot of work on RTTY back in 
the 60's and 70's.
