Mike,

Did they put a new coil on the core, or just rewind the old coil? Sometimes, if the secondary is on the outside of the coil, and it is bad but the primary good, you can do a partial rewind. I prefer to have a whole new coil myself, but some do offer this. Where it saves at is both the iron, the engineering involved in calculating the size, and the number of turns. That is actually how we learned winding transformers. Folks would bring in bad ones which we disassembled and rewound. Our instructor though made us calculate everything instead of just counting what we had. We did motors the same way. The worst part was taking them outside and setting them on a fire to burn out the varnised in windings. It was a messy job, but was the way we done them on both motors and transformers. I really wouldn't recommend this on either because it messes with the annealing of the iron, and can warp a motor frame out of round. A home builder might do it, but it would be a big no-no for a commercial product.
