I think that the big question is 'What is the dominant mode of heat transfer?'
>From memory (and it's around 40 years since I did that sort of physics at college, and never having needed to use it, most of it's forgotten!), radiation follows a 4th power law against temperature. So for a small temperature rise, the radiation isn't that great, and the majority of the heat transfer is by convection. Under those circumstances, I would have thought that paint wouldn't help, as it would provide a thermally insulating layer. I don't know about the thermal conductivity of anodising, as that will obviously effect matters.
As for the availability of my infinite heat conductivity zero mass material, try the Sirius Cybernetics Corp in Ursa Minor..... although they may tell you to 'Go stick your head in a pig'.
