I think what was meant here was something along the lines of
"A TVI filter cutting off at 30 MHz is not adequate for the
lower bands."  

If I make a 4 MHz lowpass for my 75-meter rig I can easily design 
it to provide adequate attenuation at the second harmonic and above.
