The original question was about interpreting the "spirit of the law". 
There are times when the "spirit of the law" is a valid issue when 
the law is either vague or subject to several interpretations.

That is not the case with the FCC rule regarding type acceptance of 
commercially built amps. It has to be done and there are no exceptions.

Your comment about the cop is incorrect. He is not interpreting the 
law, he is deciding whether to enforce it. Two entirely different things.
