The only definition that holds up for both parallel and series cases (and multi branch cases, too) is that the applied V and I are in phase, i.e. the input to the circuit looks resistive. This definition holds over all values of Q, too.
XL = XC is a convenient approximation when Q is high (say, >20). But it doesn't necessarily readily apply to multiple branch circuits such as pi networks.
But that would be wrong answer if you were taking the Extra Class exam!
