In my experiences, the FCC could not care less about how much power  
Hams run as long as they do not cause interference.  Example:  for  
over a year I ran the Plywood Box amplifier on 40m and 80m and  
nothing came of it.  Perhaps the reason was because I used the extra  
10db as a big stick to humiliate jammers, and I seldom used it  
otherwise.
