I know of two cases where hams have run power way in excess of the legal 
limit.  Both cases were idiotic.   Idiotic because their antennas were so 
poor (verticals with little or no radials) and they insisted that a 
counterpoise wasn't needed.  they claimed sig. reports of 20 over 9, not 
realizing or wanting to know that if they had decent antennas (60 radials or 
so) they would have been 40 or 50 over 9 and could have easily cut power 
back to 1 kw or 500 w.   If you jam enough power into a noodle you will get 
good sig. reports.
