I happen to know a local ham who comes in  the top 5 scores in the USA  in 
contests.  He runs legal limit and no more.  He has BIG beams and  HIGH towers 
and is one heck of a good operator!  Contesting skill with  legal limit will 
outdo "just power" anytime.
