I used (as did many others) the ART-13 military transmitter which 
used an 813 in the horizontal position.  It was a Collins rig, if I 
recall correctly (it was in 1957-1964 for gosh sake!  That's a while 
ago!) and I doubt that they would use the tube in a "forbidden" 
manner.  Maybe their manual said "don't use RCA tubes"  8-)
