Mike,

If they potted the microprocessor, all you'd need to do is either cut or short out the 
control element it drives. In other words, if it opened a circuit via a relay, short the 
relay so it's always NC. If it shorted a circuit via a relay or transistor, simply cut it 
loose. That all goes back to the tricks of the trade for CB shops where there are 100's
of manuals and books published on it. There's nothing they can build that would be
100% bullet proof to stop a conversion. You can make it a little harder, but it can be 
done. I think the FCC screwed the pooch on this one by the way they worded it. All
except the part on kits. At least they're allowed to built and sold now. That should
spur a bunch of cottage industries which are needed these days. I for one have been
waiting on this because kits was one thing I've been looking at making for several years.
