Hal, as far as power limitations on hams, the question is asked on the NO  
CODE TCH exam, and the correct answer is The minimum amount of power necessary  
to carry out the communication. Not to exceed 1500 watts output PEP is the  
answer to a different question.  So, could you be cited for running 1KW  when 
100 watts would do the trick in the opinion of an inspector?   Lou
