I think you are entirely correct. When I bought a Commander amplifier a few
years ago, the first thing I had to do was to replace that chain of
resistors. Good luck !

Is there a known issue with low plate voltage readings on Commander
amplifiers ?
A friend of mine owns a VHF-1200 and a VHF-2000.  Both read quite low on the
front panel plate voltage meter. i.e. 1900v
on the meter while an HV probe shows it to be more like 2600v.
It would appear the voltage divider resistors changed through
age/overheating stress. Seems like a bit of a job to
change them out since they're buried in the internally accessible input
compartment.
