In many instances the HV metering resistors change value in time and the HV  
readings are not that accurate.  I always use an outboard meter to test HV  on 
amps, which verifies the correct voltage I have and also checks to see if the 
 HV meter is reading accurate.  If the meter reads wrong compared to  the  
outboard meter, changing the metering resistors are in  order.  SOME amps have a 
compensation pot that can vary the reading against  a "known" meter, but 
sometimes, if the metering resistors have badly changed  value even then it is 
hard adjust the meter for the right reading.   Lou
