The same reason Heath used 33 Ohms on the SB-200/201. They are an attempt to 
stabilize and also act as current limiters in case of nasty things trying to 
happen. They often blow open during a run away. Both the Collins and the 
Heath are marginally stable on 10/15M. The Collins more so.
