Too bad Radio Shack "modernized" their product support site. Now you have to second guess where product documentation might be filed instead of putting a Model Number into a search query. But here's the link to the meter, although it shows no manual available like the RS rep said.

In the "Care and Maintenance" link, it refers to calibration which is covered in the Service Manual (which can be purchased through your local Radio Shack dealer). Yeah, right! In any case, you should be looking for the Service Manual which has the information you are looking for.
They got one thing right, the illustration shows the sensor being mounted on the antenna mast with a short coax jumper to the antenna under test. A three conductor cable carries the information down to the display unit at your operating position. It looks like a well-thought-out metering system. Whether it's accurate or not is a different story!
Without the calibration instructions, you could test the accuracy by placing different value resistors on the antenna terminal and checking the VSWR values that are displayed. You might find it doesn't need calibration.

Does anyone happen to have the calibration instructions or better yet a manual for the Radio Shack 21-527 Digital SWR/Power Meter. Radio Shack tells me that it is no longer available.
