Do the tubes draw normal idle current of around 90ma?

What brand tubes? If Chinese or Svetlana has the bias supply mod been done?

Shorted relay cable from exciter?

Shorted/leaky C-5

Shorted/leaky C-209

Shorted/leaky C-201 or C-202
