Joe,
Not familiar with the SB-1000 but if it works on all other freq's then of 
course the 75/80 Meter circuitry is suspect. The most obvious part would be 
the C1 padder if the amp uses one. Second is the C2 padder, if it is a brown 
500 mmf mica replace it first as I have known these caps to split open, then 
the tank tunes  all over the dial like an L net. antenna tuner.
