[Amps] Duration of time delay for soft start

The Harbach unit is a second or less which is more than enough time for most 
ham linears.
My big supplies use a RC delay of about 5 seconds but some of them go up to 
7500V with a 50 MF 10KV oil filled that is bigger than the xfmr.
