[Amps] Can someone ID this tube and its use ?

the two I have opened are that colour and it not uniform as if from
bombardment.  I'll take a wiff this weekend. When
I opened the first one the 'horse-hair' packing on the top was falling
apart and smelled like a 1/2 rotted carcass.
