Some people just cannot seem to grasp the phantom "reflected power" concept.  Basically, "reflected power" is not real.  To obtain the measurement of the true power being delivered to the load you have to subtract the reflected power reading from the forward power reading.  This is explained on page 11 of the following manual for the Telewave wattmeter:

There are all sorts of things involved in the measurement of the power output of a transmitter and the reflected power measured.  A good explanation of how the losses in the coaxial cable affect this can be found at
