YUP..I stepped the out put up a watt at a time.  This problem appears to be 
different than the SPIKE issue. In SSB I can insert a tone and adjust output 
up as well with audio gain. The fault does not occur on key down or initial 
modulation in SSB, only when drive exceeds 13-14 watts.  Very strange.
