True, but the NEC makes an exception for 15 ampere general purpose receptacles on a 20 ampere circuit.
 
As I already mentioned, if you want to oversize the breaker and conductors, you must install a local fuse or breaker where you tap off the circuit to feed the smaller load.

The breaker rating, wire size, receptacle and 
plug should all match the intended current-carrying capacity.
