Momentarily?
Here they have to be solidly connected.
But even if they aren't, at 4  points they are ground. AT the power 
pole, at the generator, and directly connected in the panel and sub 
panel. IOW the green ground wire to the ground rods connects directly to 
the same buss as the neutral.
