I guess my question would be "Why not"? I installed all 20 amp receptacles in my new
garage/shop because of the saws, grinders, etc. I also installed some 20 amp 240 VAC
receptacles for a couple 240V tools and a separate 30 amp 240 volt circuit for my air compressor.

You are more likely to find 20 amp plugs on commercial equipment.

So I wonder why anyone wants to install all 20 amp receptacles?

The only time I have seen a 20A 120v plug on anything was when I saw a commercial 120v floor sander, don't think I have ever seen an appliance you can buy in any home goods store with a 120v 20A plug.
