[Sigh] Ham radio hasn't been "based on being technically astute"
in a long time. The FCC currently states that the sole reason for
license examinations is to try to ensure that licensees can
operate their radios in compliance with FCC requirements. That's
it. In other words, it's like a driver license rather than like a
mechanic's certification.

Not that the current variety of license exams actually DOES that,
of course, since there is no "road test". But that's the official
line.
