Another suggestion for cleaning dirty relay contacts (should that be the problem) is De-Oxit by Caig chemicals.  Hs worked very well for me in the past.

  Regarding the Muted receive with in OPR mode:

  So far, I have determined that it is NOT external to the Amplifier.  I
  removed the external relay cable, and the muting / relay issue still
  occurs.  Also, someone sent info that the LED should NOT light if the
  transmit is not keyed.  Perhaps that issue is the same as the relay
  issue - a grounding problem.

  Now, I have to learn how to make sure the amplifier is safe to open
  and start internal work.
