[Amps] Inexpensive Amps?

A while back there was some one looking for a legal limit amp in the 
$600 range.
There was and is (relisted) at Henry 2K4 on e-bay with a starting bid of 
$600 a;though it is pick up only down in Little Rock, Arkansas. It went 
for two weeks without a bite before.  It has what appear to be three 
small lights (red, green and ?) on the front panel.  The one I had did 
not have said lights  (old photo)

mod unless some one has seen a stock amp with this lights.  The seller 
does not appear to be real knowledgeable about the 2K4.
