Just what are the hazards you are referring to?  Please share some
details of what the hazard is of an oil containing PCBs in a sealed
container such as a transformer or capacitor.

There's loads of data whether you choose to agree with the
interpretation or
not. There are plenty of safe alternatives available.

It's irresponsible to condone the use of PCBs just because you haven't
been
convinced of the hazards.
