[Amps] 3CX800 filament voltage

Maybe a silly question but...

Why not just us a voltage regulator?  13.5V x 1.5A seems pretty easy to do and can be dialed in exactly.  or...pwm buck-bust configuration so that both high and low Vin can be dealt with.
