Transformers are rated for input power. In order to obtain best linearity 
the tube efficiency is rather poor.

I will guess that anything made by Harris is very conservatively rated.  I 
think the Harris RF-110 amplifier is only rated at a kilowatt pep output; it 
uses a pair of 4CX1500's for finals!
