[Amps] Drake L4 Slow Relay

Copy the amp keying circuit from Amp Supply products using a vacuum relay in 
the output. It will follow 50 wpm keying at 2KW+ out. It was a standard 
feature in the LK-500ZC, 550ZC and all the 800's.
